While a professional services consulting firm named Garver spent nearly 30 years perfecting its strategy for assisting airports in managing pavement, big box retailers prolifically opened store after store across the country. As the parking lots for those big box stores deteriorated over time, the retailers saw substantial amounts of their profits being dumped into maintaining their aging parking lots. Walmart, the world's largest retailer, sought Garver's assistance to implement proven pavement management strategies for the management of Walmart parking lots in the hopes of maximizing the life of their pavement assets.
