When Madison County, Alabama learned it would lose rights to a well that supplied a portion of its customers, Garver developed an improvements plan to offset the shortfall and save the county millions of dollars. Garver designed the county’s first water model, which included 1,100 miles of water lines and 10,000 pipes. Instead of installing 12 miles of 24-inch water main across the county, which would have cost $7 million, Garver’s solution called for the installation of three new booster pump stations, the resulting cost of which was $1.4 million to improve the system that supplies 28,000 customers.
