The Garver Water Team is looking for an experienced Cost Estimator to support our design centers with development of opinions of probable construction cost (OPCCs). The successful candidate will validate cost estimates for various water and wastewater projects, from conceptual level planning through detailed quantities accompanying final design OPCCs. The candidate will also support the construction phase of projects, serving as a resource for proposed changes and associated costs. This role involves outreach and regional engagement with contractors and suppliers to keep a pulse on the bid environment. The successful candidate is also expected to contribute to the growth and development of water team members through mentorship. This role will provide comprehensive cost estimating support for water and wastewater infrastructure including but not limited to:
- Water, wastewater, and reuse treatment facilities (new and improvements to existing)
- Wells, pumping facilities, conveyance, and storage
- Accounting for contractor perspective for general conditions and labor costs
Responsibilities may include, but not limited to the following:
- Display technical competency for development of cost estimates from drawing takeoffs.
- Concurrently manage review of OPCCs for multiple projects
- Be responsible for time management and work product quality
- Assist design staff with projecting required labor for building facilities in adherence to contract documents
- Development of QA/QC protocol for OPCCs
- Facilitate and lead internal workshops with regional service teams and design centers for best practices in cost estimating and change management
- Keep a pulse on market conditions - responsible for tracking regional influences, as well as overall supply chain and market conditions
- Provide construction management assistance, as needed
- Periodic travel will be required on an as-needed basis for projects, regional team support, and other duties.
- Professional and career development while attending industry conferences as a subject matter expert on behalf of Garver and the Water Business Line.
- Interface with contractors and suppliers, as required
- Progress tracking and communications
- Review front-end documents
- Oversee and manage owner training activities
- Support business development activities
- Assist with detailed project delivery assumption, scope of work, level of effort, and associated man-hour estimates
Requirements
- 10+ years of water/wastewater construction cost estimating/project bidding
- Experience in doing take offs from design documents, including specifications, shop drawings, and structural, process, site civil, and mechanical/electrical/plumbing (MEP) drawings.
- Proficiency with MS Office and Bluebeam software
- AACE training
- Basic understanding of contracts; thorough understanding of bonds, insurance, and burden
Preferred Skills
- Bachelor’s degree in construction management or related field
- 15+ years of water/wastewater construction cost estimating/project bidding
- 5+ years of construction management/field experience
- AACE Certified Professional or similar
- Proficiency with construction scheduling software (Primavera, MS Project)
- Strong understanding of multi-disciplined engineering practices (i.e., treatment process, mechanical, treatment chemical feed systems, electrical, instrumentation and control) required for development of cost estimates from conceptual plans.
