To better serve our clients and enhance our infrastructure work, Garver's Transportation Group has expanded its capabilities and welcomed career engineers to our corporate family. These strategic moves strengthen our services as we provide clients with knowledgeable guidance and pursue complete design solutions that consider social, economic and sustainable impacts.

Environmental

Clients needing environmental expertise can rely on Garver's proven and specialized industry leaders. Our full-service capabilities include managing a wide range of impacts and providing agency coordination and environmentally compliant documents.

In accordance with regulations and guidelines, Garver is proficient in NEPA documentation, public involvement, noise mitigation, and resource studies and management. Our knowledgeable industry experience and long-time relationships enable us to build a cooperative bridge between our clients and regulatory agencies.

Our environmental team has been recently bolstered by two career professionals.

Ray Balentine, PE is our Environmental Team Leader with 34 years of public and private engineering experience and 25 years of management, design and planning responsibilities with the Mississippi Department of Transportation (MDOT).

Kirsten McCullough, AICP, RPA is an Environmental Project Manager and brings 15 years of environmental experience to Garver, including NEPA documentation, cultural resources investigations and public involvement.

Hydrology and Hydraulics

Garver has expanded its hydrology and hydraulics (H&H) capabilities, especially in complex channel flow evaluations and river channel scour countermeasures. Quality transportation designs bring H&H engineers into the process at the earliest stages. Their input benefits areas such as horizontal alignment, establishment of preliminary rights-of-way and detailed hydraulic models that provide data to select the best design and an economical structure.

Last year, the Oklahoma Department of Transportation recognized the H&H team's capabilities and selected Garver to provide statewide on-call bridge hydraulic services.

Warren Bailey, PE is our H&H Team Leader with 32 years of hydraulic experience, including more than 25 years managing MDOT's Bridge Division, Hydraulics Section, which leads to the caliber of planning and engineering necessary for H&H projects.

Bridge

We have significantly increased our bridge team's capacity and expertise with several project management hires.

Lawren Wilcox, PE is a Bridge Team Leader and has 21 years of structural design experience. He has an extensive background providing transportation structure design, design-review and load ratings throughout Arkansas, Texas, Oklahoma and Mississippi.

Matthew Youngblood, PE, SE has worked with long-span segmental structures utilizing post-tensioning, and he has experience with design-build, construction engineering and value engineering projects. Additionally, he helped develop the software used to load-rate more than 500 bridges across Indiana.
