Adapting to Project Demands

Each water and wastewater project possesses complex and unique intricacies that require custom work from an innovative team. Any number of details can require a different delivery method to design and construct needed improvements to achieve the owner’s desired quality and performance at an acceptable cost and time frame. Garver’s Water Team is well-versed in all varieties of alternative project delivery.

“Complicated water projects are not one-size-fits-all,” Arkansas Water Team Leader Joe Dollerschell said. “By using various delivery methods, we help utilities improve systems while adjusting to each state’s procurement regulations.”

Garver is qualified in leading projects using construction management at-risk (CMR); progressive design-build (PDB); lump sum design-build (LS); fixed-price design-build (DB); progressive design-build (PDB); design-build-operate (DBO); design-build, own, operate, and transfer (DBOOT); and public-private partnership (P3).

In design-build agreements, Garver provided design for the Buffalo Point Upper and Lower Wastewater Treatment Plants for the National Park Service in northern Arkansas. Also, Garver is working with the Rogers, Arkansas Water Utility on a CMR project, which expedites the project by one year by requiring design to be completed along with the contractor.
