Lidia Cepeda joins Garver as Water Team Leader in Albuquerque

Garver continues to expand its presence in the Southwest with the addition of Lidia Cepeda, PE, as Water Team Leader in Albuquerque — reinforcing the firm’s long-term commitment to serving communities across New Mexico.

With more than a decade of experience and deep regional roots, Cepeda brings both technical expertise and a strong understanding of the unique challenges facing water systems throughout the Southwest.

A graduate of Texas Tech, she began her career in El Paso, TX and has since spent the past eight years in Albuquerque, serving clients with water/wastewater projects primarily across New Mexico. Her work has spanned a wide range of clients, giving her a well-rounded perspective on the regulatory, technical, and community considerations that shape successful projects in the region. Cepeda is especially energized by the client-facing side of her work, where collaboration and trust are essential to delivering lasting solutions.

“I love working directly with clients and being part of the process to help move their projects forward,” Cepeda said. “Each client brings a different experience, but some of the most meaningful work I’ve done has been with tribal communities here in New Mexico.”

Cepeda was introduced to Garver through a former colleague who spoke highly of the firm’s culture, and she quickly recognized it as the right fit. That balance of independence and collaboration stood out as she looked for an opportunity to continue serving the same communities while growing professionally.

“Lidia brings a strong combination of regional experience, technical knowledge, and a genuine passion for serving communities across New Mexico,” said West Texas Water Business Team Leader Marco Ramirez, PE. “[WK1.1]Her background working with municipal, federal, and tribal clients —along with her understanding of the unique challenges in this region — makes her a valuable addition as we continue to grow and strengthen our commitment in the Southwest.”

Based in Albuquerque, Cepeda will not only focus on growing local client relationships but also support neighboring teams, including ongoing and upcoming work in El Paso.
Cepeda’s addition reflects Garver’s continued investment in the Southwest and its commitment to delivering high-quality water solutions tailored to the needs of local communities. As the firm builds on its momentum in New Mexico, her leadership, regional expertise, and passion for client service will play a key role in shaping its impact.
