Shawn Glen joins Garver as Oklahoma Senior Water Project Manager
Shawn Glen has joined Garver as a Senior Project Manager in Oklahoma, bringing nearly three decades of experience in municipal wastewater operations, maintenance, and capital program leadership.
Glen joins the firm following a 29-year career with the City of Tulsa’s Water and Sewer Department, where he most recently served as Sewer Operations and Maintenance Division Manager. In that role, he oversaw a system of more than 2,100 miles of sewer lines, 65,000 manholes, and 65 pumping facilities while managing multimillion-dollar budgets and advancing major capital improvement efforts.
“Shawn brings a rare combination of operational expertise and leadership experience that’s incredibly valuable to our clients,” said Oklahoma Water Team Leader Cole Niblett, PE. “He understands the challenges municipalities face because he’s lived them, and that perspective will help us deliver practical, high-quality solutions while continuing to build strong relationships across the region.”
Throughout his career, Glen has been recognized for his ability to bridge operations and engineering — bringing real-world insight to project planning, design, and delivery. His experience spans the full lifecycle of infrastructure projects, helping ensure solutions are not only technically sound but also practical and sustainable for the communities they serve.
Glen was drawn to Garver’s strong reputation and positive culture. He also liked the fact that Garver is employee-owned. “As a project manager, I’m especially excited about the opportunity to leverage Garver’s centralized Water Design Center to deliver high-quality, cost-effective infrastructure while working within a highly collaborative environment,” said Glen.
After nearly three decades serving a single community, Glen looks forward to expanding his impact.

He recognizes that shifting priorities and communication gaps can create challenges in municipal work and is committed to serving as a forward-facing, client-focused project manager. By prioritizing delivery, risk mitigation, and relationship management, Glen helps remove barriers and maintain alignment between stakeholders — allowing design teams to stay focused on efficient, high-quality solutions while building long-term client trust.

He believes the role of a leader is to create an environment where people feel empowered to take initiative and collaborate toward shared goals. Throughout his career, he has built high-performing teams by fostering open communication, mutual respect, and a strong sense of ownership.
Glen has been actively involved in the water industry, serving as a past president and treasurer of the Oklahoma Water Environment Association. He holds a Class “A” Wastewater Operator License and Class “C” Laboratory License and has been recognized for his contributions to water quality.
With extensive operational expertise, a commitment to client service, and a people-first leadership style, Glen strengthens Garver’s ability to serve communities across Oklahoma.
