ICMA Mountain Plains Regional Conference

Each year, attendees of ICMA Regional Conferences meet to share lessons learned and share strategies on how to advance professions within local government.

This year, Garver Oklahoma Water Team Leader Mary Elizabeth Mach, PE, is set to join Michael Cleghorn, CPM, City Manager for the City of Lawton, Oklahoma in a presentation to the ICMA Mountain Plains Regional Conference in Irving, Texas. On March 10, Mach and Cleghorn will detail how Garver helped the City of Lawton implemented a formal CIP management program to maximize funds, prioritize projects, and maintain transparency.

A capital improvement plan (CIP) is an essential part of almost any utility, serving as a list of necessary improvements to infrastructure throughout a community. However, a formal CIP management program is a critical element of a CIP to make sure that taxpayer dollars are being spent appropriately and timely. For the City of Lawton, this was a missing element to their infrastructure improvement plan. With City Manager Michael Cleghorn, Mach will discuss the need for a formal CIP management plan, how the City of Lawton fully realized the need to put one in place, and how working with Garver to develop and implement a CIP management plan will deliver sustainable infrastructure to the community.
