Governor Sanders recently appointed Garver’s Arkansas Water Team Leader Jerry Martin, PE, to the Arkansas State Board of Health.

With 18 years of experience delivering customized solutions to municipal water and wastewater challenges, Martin has built a career focused on protecting public health and strengthening communities. His passion for process design and deep understanding of treatment methods drive him to work closely with clients, helping advance facilities through efficient, sustainable, and forward‑thinking solutions.

Martin’s background as a machinist mate in the U.S. Navy provided him with hands‑on operations and maintenance experience that continues to shape his approach today. By seeing projects from both the operator and designer perspectives, he creates solutions that improve efficiency while prioritizing safety and long‑term community needs.

“I’m honored to be appointed to the State Board of Health,” said Martin, “Protecting public health through strong water and wastewater systems has always been central to my work, and I look forward to contributing my experience in a way that benefits communities across Arkansas.”  

As Garver’s Arkansas Water Team Leader, Martin is known for his streamlined management approach and dedication to responsive client service. He carefully aligns resources and expertise to ensure project objectives are met and communities receive dependable, high-quality outcomes.

“Jerry’s appointment is a reflection of his technical excellence, leadership, and unwavering commitment to public health,” said East Region Water Director Brian Shannon, PE. “He consistently brings thoughtful, practical solutions to complex challenges, and we’re proud to see his expertise recognized at the state level.”

Martin joins Garver’s Director of Enterprise Solutions Jerry Holder as the second gubernatorial appointee. Holder was named to the Arkansas Economic Development Council in 2025.
