Matallana joins Garver to lead Federal Programming and Planning

Garver welcomes Richard Matallana as the Programming and Planning Lead for its Federal Team.

Matallana brings more than 25 years of experience delivering large-scale federal, Department of Defense (DoD), and infrastructure programs worldwide. He is known for leading multidisciplinary teams, advancing long-range planning initiatives, and executing complex, mission-critical projects on time and within budget.

“I’m excited to join Garver and contribute to a team that’s focused on advancing impactful solutions for federal clients,” said Matallana. “I’ve always been passionate about turning complex challenges into clear, actionable plans.”  

Over the course of his career, Matallana has supported multimillion-dollar efforts for agencies including NAVFAC, USACE, the Department of Energy, and FEMA. His portfolio includes installation development planning, campus master planning, disaster recovery, and infrastructure modernization projects that strengthen mission readiness as well as operational performance.  

Most recently, Matallana led planning and program management efforts for international and domestic federal clients, including long-range installation development planning in Japan and a comprehensive campus master plan for the Pacific Northwest National Laboratory.  

In his new role at Garver, Matallana will lead programming and planning efforts for federal clients, while supporting strategic initiatives that enhance resiliency, optimize infrastructure investments, and deliver long-term value.

Matallana holds a Bachelor of Science degree in Urban Planning from California Polytechnic State University, Pomona.
