Think Garver

Garver is strengthening its diverse field of work by enhancing its Construction Services Group and pursuing Construction Engineering and Inspection (CE&I) opportunities. Construction administration and observation have long been an extension of Garver's design services, and we are now providing full-time on-site resident engineering and construction engineering and inspection services on various projects.

The Construction Services Group is now under the management of Earl Mott, PE. This appointment is part of Garver's commitment to expand our CE&I capabilities and unify our construction services.

"Our experienced and responsive construction services teams are high in demand," Mott said. "We regularly have clients request construction observers by name because of the positive results they've experienced on other projects."

Our CE&I staff are currently working on projects in Alabama, Mississippi, Tennessee, Kentucky, Arkansas, Oklahoma, Texas and Kansas, and our teams are receiving high reviews for their work, like this comment from the Federal Highway Administration (FHWA) Arkansas Division about Garver's CE&I work on Brockington Road in Sherwood, Ark.

"The Review Team was impressed with the way this project is being administered and documented, and actually included a 'Good Practice' observation in their final report for the initiative of AHTD to provide a material testing schedule," said Moises Marrero, FHWA field ops team leader. "This 'Good Practice' will be shared with other FHWA Division Offices around the country."

City of Sherwood, Arkansas: Road Widening

Garver is serving as the Arkansas State Highway and Transportation Department resident engineer to widen 0.75 miles of Brockington Road from a two-lane roadway to four lanes with turning lanes. Improvements include adjusting alignments of five intersections and utility relocation. Garver also is providing DBE documentation, EEO interviews, American Recovery and Reinvestment Act of 2009 project requirements and change orders.

MDOT Master Contract

Garver is providing on-call CE&I, materials sampling and testing, and contract administration services as part of a master contract with the Mississippi Department of Transportation. One of the on-call projects is funded through the American Recovery and Reinvestment Act of 2009 and includes the planing, resurfacing and traffic striping of five roads and 7.6 miles in Rankin County. Quantity estimates involve the placement of more than 11,700 tons of hot-mix asphalt. Construction aspects include construction aggregate shoulders and guardrails, landscaping, traffic striping and asphalt pavement repair.

City of Huntsville, Alabama: Multi-Street Resurfacing

Garver is providing CE&I, materials sampling and testing, and contract administration services for two phases of a project funded through the American Recovery and Reinvestment Act of 2009. The project includes the planing, resurfacing and traffic striping of 12 city streets and nearly 18.7 miles. Quantity estimates involve the placement of more than 42,000 tons of hot-mix asphalt. Construction aspects include installing ADA-compliant handicapped ramps and removing and replacing damaged sidewalks and curb and gutter.

ODOT On-Call Task Orders

Garver is serving as the Oklahoma Department of Transportation's resident engineer, providing project administration plan reviews, utility relocation verification, survey, inspection, project documentation, initial residency audits, change orders, DBE tracking, material testing and certifications. Garver currently is providing services on 12 projects with an estimated $9.8 million construction cost.
