Departments of transportation rely on Garver to provide fast and reliable services through on-call contracts.
"Speed of service is a great benefit of on-call contracting, and Garver has the expertise and strength in numbers to meet DOT schedules when critical project deadlines must be met," said Steve Haynes, PE, Garver's transportation team leader in Mississippi. "Our project managers are available at a moment's notice to answer questions or handle unexpected events. When a DOT calls, we answer."
Garver has design, environmental studies, and construction engineering and inspection (CE&I) on-call contracts with departments of transportation in Mississippi, Tennessee, Alabama, Arkansas and Oklahoma, ranging from roadways to bridges to traffic signals to surveys. We have an extensive performance record with many of our department of transportation clients:
- Garver has a nine-decade relationship with the Arkansas State Highway and Transportation Department (AHTD), including consecutive on-call contracts since 2002.
- The Tennessee Department of Transportation has used Garver to provide on-call engineering services through consecutive indefinite delivery contracts for bridge inspection, seismic retrofitting and repair since 1991.
"Garver is one of the few firms used by MDOT that can truly pull it all together," said Mississippi Department of Transportation Bridge Engineer Mitch Carr. "Garver has a long record with MDOT for producing very good designs and plans, as we expect to see them. We know that when we turn a project over to Garver that we can expect an excellent quality product on schedule."
On-call contracts provide clients with access to skilled and specialized professionals able to respond immediately to unexpected challenges or unspecified workforce requirements. Serving as an extension of the departments of transportation, our transportation professionals offer a valuable set of strengths that makes Garver a trusted on-call resource.
Qualifications
Garver has a wide range of transportation expertise on a large variety of projects. We offer specialized roadway, bridge, traffic and CE&I teams.
Unique Projects and Special Services
Garver's wealth of experience and personnel enables our teams to quickly react to changing conditions and aggressively overcome challenges. As part of Garver's on-call engineering contract with the Oklahoma Department of Transportation (ODOT), Garver met an aggressive six-week deadline to prepare conceptual design plans in support of a Federal TIGER (Transportation Investment Generating Economic Recovery) Grant application for the I-244 Multimodal Bridge over the Arkansas River. The functional plans and cost estimates evaluated the feasibility of the bridge in conjunction with highway, rail and pedestrian alternatives. This was the only Oklahoma project to receive TIGER grant funds and was one of the top 10 largest projects funded.
Quality Control and Assurance
Garver is committed to providing excellent services, and we stand behind our work. We have a fine-tuned quality control and quality assurance program for design and plan production. At the heart of our plan is the involvement of senior design and construction staff. These experienced personnel provide important insight during the development of design criteria and the review of project aspects. This process enables us to quickly develop practical approaches and also provides experienced input in cost estimating, constructability, end-user operations and maintenance, and value engineering.
People
Clients who contract with Garver receive more than just expert professional capabilities. A client's interpersonal experience is foundational to the success of a project. So in addition to providing workable plans and clear details, our staff works to develop a cooperative and trustworthy relationship with clientele.
"Garver's people are a pleasure to work with, always willing to help MDOT in any way they can at any time," Carr said.
