Planning for future expansions
Garver partnered with Russellville City Corporation (RCC) to perform master planning and modeling on the 7.3 MGD Pollution Control Works (PCW) facility. Due to significant wet weather flows and industrial loadings, the PCW was operating near the design hydraulic and biological capacities thereby necessitating the need to deliver immediate improvements while developing a plan for future expansions. Data was continuously analyzed, and special sampling and analyses helped identify issues that contributed to key operational challenges. Based on this information, Garver evaluated three plant-wide alternatives that ranged from relocating the discharge for less stringent permit limits to expanding the activated sludge system and looking at trickling filter technology. The alternatives evaluation considered capital cost, plant operability, and social economic factors to ultimately recommend the selected alternative.
