Garver acquires Oklahoma-based firm
Garver and Cabbiness Engineering have each created reputations as trusted firms that consistently deliver solutions to the most pressing infrastructure challenges. That remains the case, only now they’ll do so together as Garver announced the acquisition of the Norman, Oklahoma-based firm earlier this year.
The partnership will combine the Cabbiness staff of local experts with Garver’s national presence. Garver now boasts more than 800 employees operating across the country, nearly 100 of which are based in Norman, Oklahoma City, and Tulsa.
“This partnership will not only provide Garver with enhanced bench strength to better serve our clients throughout Oklahoma, but it’s a perfect cultural fit, too,” said Garver President and CEO Brock Hoskins. “By working together, we’ll further position Garver as the go-to firm in Oklahoma.”
For more than a decade, Cabbiness has served municipal, water, and transportation clients across the state, delivering custom, award-winning design solutions to Oklahoma’s most integral entities and thriving communities. During that time, Cabbiness has worked with the Oklahoma Department of Transportation, Oklahoma Turnpike Authority, the cities of Oklahoma City, Norman, Moore, Ponca City, Edmond, Enid, the University of Oklahoma, and others.
Bret Cabbiness, PE, who founded the firm, will serve as Central Oklahoma Municipal Services Team Leader for Garver based in Norman.

Garver’s Oklahoma presence began in 1993 with an office in Tulsa. Since, Garver expanded to Norman and Oklahoma City, from which it provides services for transportation, water, aviation, construction, and environmental services, while collaborating with Garver experts from across the country for facilities design, federal, and other projects.
