Leeds named Kansas City Water Team Leader
Terry Leeds, PE, former director of KC Water and a Kansas City native with more than three decades of water, wastewater, and stormwater experience, has been hired to lead Garver’s Water and Wastewater Teams in our growing Kansas City, Missouri, and Overland Park, Kansas, offices.
“Terry’s understanding of water utilities’ needs and long-term goals will be instrumental in helping Garver build relationships and become the trusted advisor of communities across Missouri and Kansas,” said Director of Water Services Jeff Sober, PE, BCEE. “He not only brings a familiarity with Kansas City area utilities, but with utilities across the nation.”
Under Leeds’ leadership, Kansas City experienced a number of significant firsts. He developed the City’s overflow control program and worked with the U.S. Environmental Protection Agency to put in place the first federal consent decree that included green infrastructure to control sewer overflows. He led KC Water’s initial implementation of green infrastructure for Kansas City, and he was involved with creating the National Green Infrastructure Certification Program.
“Over the course of my career with KC Water, I’ve worked each day with one mantra: execute each project and initiative with the goal of making Kansas City a great place to live, work, and play,” Leeds said. “I can’t wait to continue that goal with a nationally respected firm such as Garver.”
Outside of his engineering work, Leeds has supported KC Water partnerships with the University of Missouri-Kansas City’s School of Computing and Engineering (SCE), helping to develop their engineering program and hiring several engineering graduates. For these efforts, he was awarded the SCE Vanguard Award on behalf of KC Water.
Leeds has served on the Board of the Association of Missouri Cleanwater Agencies and recently served as the President of the National Association of Clean Water Agencies.
