Over the course of his 23-year career at Garver, McIllwain has been involved in well over half a billion dollars’ worth of airport improvement projects at airports ranging from Dallas Love Field, Dallas Fort Worth International, Bill and Hillary Clinton National, Tulsa International, Dallas Executive, Fort Worth Meacham International, Nashville International, Huntsville International, among 60 other airports.

“For more than 60 years, our Aviation Team has been a cornerstone of Garver’s business,” said Garver President and CEO Brock Hoskins. “Frank has played a significant role in laying that foundation for growth over the course of his career – and we’re excited that he’ll now have a chance to guide Garver’s trajectory going forward.”

McIllwain’s promotion comes at an exciting time for aviation infrastructure, as opportunities for funding are becoming increasingly abundant. This is largely thanks to the recently passed $1.2 trillion infrastructure spending package, which will allot $25 billion in supplemental spending for airports, including $15 billion in formula grants, $5 billion for a new airport terminal program, and $5 billion for facilities and equipment.

“Since joining Garver as an intern, I’ve seen Garver Aviation positively take off,” said McIllwain. “Now, at a time when the opportunities for growth in this industry are unparalleled, I’m honored to lead our business line into the future – and to further solidify Garver’s status as a trusted advisor for our clients.”

A licensed, instrument-rated pilot, McIllwain incorporates his pilot's perspective into all of his airport projects. He takes the reins from Mike Griffin, PE, who led Garver Aviation for more than two decades. In his newly created role as Aviation Development Director, Griffin will pursue new market growth and continue to play a role in leading Garver’s future business development.
