Milburn named to Roads & Bridges Top 25 Under 40 list

Mac Milburn, PE, Transportation Municipal Team Leader, was recently named to the 2026 Roads & Bridges Top 25 Under 40 list — a national recognition honoring rising leaders who are shaping the future of transportation infrastructure.

Milburn’s career reflects the drive, technical skill, and community-focused mindset that define Garver’s culture. Since joining Garver as an intern in 2018, he quickly advanced to Project Manager in Tulsa before relocating to help expand Garver’s municipal practice across the Kansas City metro area.

“I’m honored to be recognized among this year’s Roads & Bridges Top 25 Under 40. Engineering has always been about one thing for me — serving people,” said Milburn. “I’m grateful for the mentors, teammates, and clients who have trusted me along the way, and I’m committed to continuing the work of building safer, more accessible communities for everyone.”

Milburn’s commitment to engineering is both professional and deeply personal. Inspired in part by a close cousin with paraplegia, he approaches every project with a focus on accessibility and thoughtful design. He’s continually pursuing additional education on ADA compliance, embracing new design concepts, and asking the right questions to ensure his work serves all users.

His passion for innovation is evident in the tools he creates and the processes he improves, including developing standardized drainage calculation files now used by young engineers across multiple municipalities. And beyond his project work, Milburn invests heavily in the future of the profession — serving as a mentor through Garver Launch, the company’s internship program, and being active in university recruitment efforts to help build the next generation of engineering talent.

Among his many impactful contributions, one standout is the Pathway to Hope project in Tulsa — a meaningful effort to create safe pedestrian connectivity between the Tulsa Race Massacre Museum and Memorial. Milburn led the trail alignment and designed a complex drainage system in a restricted corridor, navigating tight timelines and unique engineering challenges. His creative, efficient solutions helped support a project with both historical significance and community impact.

Transportation Director Brent Schniers said, “Mac represents everything we look for in a leader at Garver — technical excellence, genuine care for the communities he serves, and a drive to keep improving himself. His career is already extraordinary, and he’s only just getting started. We couldn’t be prouder to see him recognized on the Roads & Bridges Top 25 Under 40 list.”
