Garver worked closely with the Albuquerque District Corps of Engineers to deliver site and structural design for Wingate High School in Fort Wingate, New Mexico. In a joint venture with Cromwell Architects Engineers, Garver designed the upgrades to the campus infrastructure and utilities system, which involved complex construction phasing to maintain operations of the student dormitories. Among the improvements was the construction of a 300,000-gallon elevated water tank, upgrading the sewage lagoon, and expanding parking lots, all of which replaced previous infrastructure that had been in use since the 1960s. Also included in the project was the construction of a 142,000-square-feet academic building that accommodates multiple departments, a dining hall, a gymnasium, and a library.
