Celina Master Drainage Study Update

Proactive Master Drainage Planning

Celina is one of the fastest growing municipalities in north Texas. One outcome of this growth is the desire to solve drainage issues in the original part of the town and the downtown area. Garver was retained to prepare a drainage master plan for these areas. Currently, inadequate roadside ditches with culvert crossings under existing driveways serve the original part of town and the downtown area. The study included hydrologic and hydraulic analysis of three major stream outfalls that drain the city. The study focused on identifying proposed storm sewer line sizes and alignments to be constructed when a future curb-and-gutter street system is built in downtown Celina. A system for prioritizing proposed projects in a Capital Improvement Plan (CIP) was developed as a part of this study. To determine which project should receive priority for construction of improvements, a project priority matrix was developed. The objective factors used in the priority ranking system include construction time and cost, street block lengths affected, and parcels affected.
