Garver performed design and construction observation services for the Little Rock Port Authority Growth Initiative Project at the Port of Little Rock. Involved in the project from the beginning, Garver developed conceptual plans and cost estimates that would eventually serve as the basis for a successful U.S. Department of Transportation TIGER Grant, after which Garver provided environmental services. The project included a mile of new rail sliding, two rail spurs, a new harbor dock, direct rail to barge conveyor system, industrial roadway, warehouse, scale house, and new scale.
