Identifying problem locations and providing recommendations

Garver is experienced in evaluating crash data to determine crash frequency, crash rates, and severity index. We use these evaluations to identify problem locations and to provide recommendations to improve safety. We have experience working with multi-disciplined teams to perform Road Safety Audits (RSAs), which can be beneficial in determining safety issues, including new issues that have not been represented in data yet.

Garver uses the Highway Safety Manual (HSM) methodology to quantify the potential crash and severity reductions from proposed countermeasures through application of Crash Modification Factors (CMFs). Additionally, our team is experienced in predictive analysis techniques with Safety Performance Functions (SPFs) and CMFs to predict the average crash frequency of the proposed alternatives. The results of our safety analyses allow agencies to focus resources on locations with the highest potential for safety improvements. Crash diagrams, pie charts, and histograms can be used to depict the crash data to help us reach informed conclusions.
