Conroe TBLL Redevelopment

Redevelopment of TBLLs to meet permit limits

The City of Conroe, Texas completed a re-rating of its existing wastewater treatment plant (WWTP) from an average daily flow rating of 10 to 12 MGD. As a condition of the new Texas Pollutant Discharge Elimination System (TPDES) permit, the City had to update its industrial pretreatment program, including conducting a full redevelopment of the technically based local limits (TBLLs). Our team conducted a study to determine the headworks loading and develop local limits for each potentially hazardous, toxic, or objectionable pollutant that discharges into the collection system. Garver prepared and submitted a report on the methodology and resulting recommendations for TBLLs to the City for review and approval. After approval, Garver submitted the report to the Texas Commission on Environmental Quality (TCEQ) for review and negotiated the new TBLLs with TCEQ on behalf of the City.
