Helena WWTP Permit Renewal

Optimizing processes to perform beyond limit requirements

Garver assisted the Helena Utilities Board with a National Pollutant Discharge Elimination System (NPDES) permit renewal for the Helena Wastewater Treatment Plant (WWTP) in Helena, Alabama. During the renewal process, Garver completed all required documentation, including the necessary Environmental Protection Agency and Alabama Department of Environmental Management (ADEM) application forms to complete the permit renewal process. Garver hosted a project kickoff meeting with staff to confirm project objectives and the project schedule, as well as to identify all necessary plant operating data and additional sampling that would be required for the permit renewal process. Throughout this renewal process, Garver maintained communication with the City and coordinated all necessary information between staff and ADEM. Garver also successfully coordinated with ADEM to delay stringent effluent total phosphorus limits (< .05 mg/L) and, rather than proceeding with costly improvements to the WWTP, proposed continued monitoring and optimization of existing processes to achieve performance beyond current permit requirements.
