LRWRA Rapid Condition Assessment
Garver delivered a condition assessment within an accelerated six-week timeframe to meet LRWRA’s critical budget planning deadline with implementable tools for immediate action
For 2025 budget planning, LRWRA wanted to make sure critical projects were included to continue ongoing reliability of its facilities. To achieve this, LRWRA selected Garver to provide a rapid assessment of all pump stations and reclamation facilities for equipment and critical assets. Garver needed to complete this assessment in an accelerated six-week timeframe to meet LRWRA’s deadline to inform their capital investment planning and budget for 2025.
First, Garver met with LRWRA’s engineering, operations, and facility and asset management teams. From these interviews, we gained an understanding of LRWRA’s current business practices and insights into their workflow preferences. This insight into their workflow preferences provided us with valuable background information, opening up the opportunities for better synchronization.
Second, we performed a condition assessment using asset classifications, a tailored GIS-based data collection system, and the insight provided by LRWRA’s teams. We analyzed 5,447 rows of asset data in the LRWRA enterprise asset management system. Then we used this data to develop four data collection apps in Survey123 to streamline data collection. Additionally, we collected 2,415 rows of data on the assets aligned with LRWRA’s existing enterprise asset management structure and 5,615 photographs to support the assessment. By aligning our photo organization and naming conventions with their asset management systems, we simplified implementation and provided streamlined data sharing. Overall, the condition assessment included three reclamation facilities, 29 pump stations, and six diversion structures.
Garver developed a prioritized list, including assets at pump stations and facilities requiring replacement in the next year, that LRWRA used to better forecast priority projects for their 2025 budget. Our success in providing a clear and comprehensive rapid condition assessment within the expedited schedule paved the path for LRWRA’s continued asset management journey.
