Garver developed a user-friendly tool for Tyler’s future planning by providing a comprehensive analysis of existing assets
The City of Tyler needed to meet current and anticipated discharge permits. To do so, they needed to expand their wastewater treatment plants (WWTPs), the Southside WWTP and Westside WWTP, by making improvements that affect treatment plant capacity. They wanted to effectively use existing facilities and infrastructure, reduce operating costs, and plan for growth and resiliency. As a result, they selected Garver to provide a wastewater treatment plant (WWTP) master plan with a comprehensive review and evaluation of the WWTPs for existing conditions. This included the development of a capital improvements plan (CIP) for a 30-year planning period.
Garver provided a robust analysis based on historical data, modeling tools, and our familiarity with their facilities and staff. We performed a historical data review including ongoing and near-term planned projects, future service flow projections, and wastewater flows and characteristics. We also visited the site to perform a walk-through for critical condition assets and conduct staff interviews to gain an understanding of operating procedures and identify maintenance projects that should be included in the CIP.
We created separate hydraulic models for each facility, using physical plant data, to be used to develop alternatives. We also completed a preliminary survey of the water surface elevations (WSEs) at major points within the facility, simulated short duration hydraulic stress testing, and developed a calibrated hydraulic model based on the dry weather and stress testing WSEs.
Combining the laid groundwork, we performed an alternatives analysis, identifying the gap between existing assets and what is needed, including the possibility of a new greenfield WWTP.
We provided the City of Tyler with our recommendations in a CIP including a project inventory and triggers to determine the prioritization of projects. A process dashboard for the facility allows City staff to easily visualize the current loadings relative to the unit capacities for a given day. Our user-friendly tool facilitates streamlined planning for the City of Tyler’s future.
