PTRWA Asset Inventory and Assessment
We’re meeting state regulatory guidelines for identifying asset improvements to fulfill requirements for PTRWA’s grant funding
The Piedmont Triad Regional Water Authority (PTRWA) received grant funding through the North Carolina Department of Environmental Quality’s Division of Water Infrastructure (NCDWI) to complete an Asset Inventory and Assessment (AIA) study. PTRWA partnered with Garver to complete the AIA study, which included an asset inventory and database, a 50-year capital improvement plan (CIP), an asset preventative maintenance program, and a GIS database with training for site staff. Additionally, we’re administering the grant funding process. PTRWRA’s inventory includes three raw water facilities, the John F. Kime Water Treatment Plant (WTP), two booster pump stations (BPS), two storage tanks, and three water transmission facilities.
Complying with NCDWI’s guidance for asset inventory organization, we’re working closely with PTRWA to develop a comprehensive asset inventory database on ArcGIS Online, a cloud-based GIS system. Upon inventory organization, we’re conducting a condition assessment for electrical, I&C, structural, civil/linear, and process assets to identify the condition and needed improvements of assets. During this assessment, we’ll score assets on a 1 to 5 scale, per NCDWI guidelines, for condition and criticality. Our criticality analysis includes factors such as system dependency, redundancy, and operability.
Following our comprehensive assessment, we’re providing recommendations for asset rehabilitation and replacement (R&R) with cost forecasting based on priority ranking, outlining near-, mid-, and long-term improvement needs, including cast forecasts for each recommendation.
With the groundwork laid in previous phases, we’re developing a 50-year CIP to address current and projected water asset maintenance and improvements. Additionally, we’re generating the AIA report to submit to NCDWI.
