K-254 Corridor Management Plan

Planning for growth

Garver partnered with the Kansas Department of Transportation and a multidisciplinary team to develop the K-254 Corridor Management Plan (CMP), improving safety, mobility, and long-term growth along the 22-mile corridor between Wichita and El Dorado, Kansas. The corridor’s high speeds, inconsistent intersections, congestion, and safety challenges required a comprehensive, data-driven approach.

The CMP integrates transportation engineering with economic analysis, land use forecasting, and traffic modeling to create transparent, defensible recommendations. A phased implementation strategy enables near-term safety improvements while supporting future development through 2050. Extensive public and stakeholder engagement ensured community priorities were reflected throughout the process.

Recommended improvements include enhanced traffic flow, roadway safety, access management, emergency response access, lighting, signage, and turn lanes. Recognized with a 2026 ACEC Kansas Engineering Excellence Award, the CMP provides a replicable model for corridor planning statewide.
