At El Paso Water’s (EPW) request, Garver joined the project as a subconsultant in an owner’s advisor role for rehabilitation of the Hickerson Water Reclamation Plant (WRP). EPW chose to add Garver based on previous work with similar systems and an overall technical experience and knowledge of wastewater reclamation facilities.
The Hickerson WRP included two main treatment trains with a combined capacity of 17.5 MGD, one of which had been out of service. EPW procured the services of a design-build (DB) contractor for a progressive DB project delivery approach. This allowed EPW to construct the improvements to the out-of-service treatment train and bring it back into service within 18 months.
Garver oversaw pre-procurement of aeration and channel aeration blowers, coordinating with manufacturers for conformance with design specifications. We’re also reviewing the guaranteed maximum price (GMP) and construction submittals, while answering technical questions from the DB as issues arise during construction.
