Norman Comprehensive Master Plan

By developing a flexible CIP, Garver’s comprehensive assessment will allow the City of Norman to prioritize projects of critical need

The City of Norman (the City) has been experiencing growth that has accelerated due to the University of Oklahoma’s (OU) move to the Southeastern Conference. The City needed to make updates to infrastructure sectors across their city to meet their population demands. To address this, they put together the largest public planning initiative in Norman’s history. The City selected Garver to develop a comprehensive master plan, including seven plans in total, for a 20-year planning horizon.

The comprehensive master plan included master plans for seven categories of Norman’s infrastructure: future land use, housing market and affordability strategy, transportation, stormwater, water, wastewater, and sanitation. Garver worked on four of these master plan categories: water, wastewater, stormwater, and transportation. To meet all the City’s needs, including public outreach, Garver also partnered with RDG Planning & Design, Terracon, and Price Lang Public Relations.

In the water master plan, Garver is updating the City’s hydraulic model, completing a cost-benefit analysis to improve existing capabilities, identifying hydraulic capacity remaining in existing infrastructure, and assessing triggering conditions for infrastructure expansion timing.

In addition to being the first wastewater master plan the City has developed in the last twenty years, the plan includes potable, non-potable, and direct potable reuse, preparing the City for ways to bolster their water supply and supply water for new growth. The wastewater master plan also includes demand-driven improvements enabling the development of an adaptive Capital Improvement Plan (CIP) and a collection system hydraulic model update.

Garver’s other responsibilities include internal project coordination, coordination and supervision of the team and resources, coordination as needed with the City and their staff, oversight of the project schedule and budget pertaining to the Master Plans, and preparation of monthly reports and invoices.
