LRWRA Asset Renewal Comprehensive Plan
Developing a comprehensive asset renewal plan helped to preserve LRWRA’s infrastructure and promote a resilient future
Garver was selected to support an assessment and risk analysis of all vertical assets for Little Rock Water Reclamation Authority’s (LRWRA) to develop a comprehensive asset renewal plan that promotes the longevity of their water reclamation facilities and pump stations over the next 10 years. Our team started with a rapid assessment of the assets in September 2024 to develop an initial understanding of the system. We performed high-level condition and criticality scoring to determine which assets had the most immediate rehabilitation needs while gathering data on their current processes to inform our renewal strategy.
Garver provided LRWRA with the results of the asset condition and criticality scoring using our in-house data collection tool. This confirmed that asset data was consistent, downloadable, and easily organized for efficient review and modification by our engineers and LRWRA staff. By tailoring the condition assessment tool to LRWRA’s existing asset ID naming and classification structure, we were able to align our evaluation results with their current system for easy access and data interpretation by staff.
Our work on the asset renewal plan was directly informed by the initial evaluation, which allowed our team to thoroughly understand the system and provide broader recommendations that promoted longevity. By collaborating with various LRWRA departments to improve processes based on their existing enterprise asset management system, our team established a rolling asset renewal plan that promotes system resiliency for the authority long-term.
In addition, our team categorized assets by project and cost for each established grouping of assets. By recommending the project sequence based on criticality scoring, we supported LRWRA in lowering the risk of asset failure going forward. We also partnered with operators at the facility to improve standard operating procedures and identified ways to measure and analyze risks within each team based on roles and responsibilities. This provided the facility with a plan to prepare for future plant resiliency by putting change management steps in place proactively.
Ultimately, Garver’s partnership with LRWRA helped the utility better understand the assets they currently have while providing a roadmap to integrate preventative maintenance processes. This will give LRWRA the agency to own their asset management process over time and plan for proactive maintenance more readily.
